At the current stage, China is facing the dual pressures of severe fine particulate matter (PM2.5) pollution and increasingly prominent ozone (O3) pollution. Especially in summer, O3 has become the primary factor leading to excessive air quality in some cities. The surrounding areas, the Yangtze River Delta area, the Fenwei Plain and other key areas (hereinafter referred to as the key areas), and the Jiangsu, Anhui, Shandong and Henan border areas (see Annex 1) are particularly prominent. The number of O3 days exceeding the standard from June to September accounted for about 70% of the country. VOCs are important precursors for the formation of O3, which mainly exist in the raw and auxiliary materials or products of enterprises. Most of them are inflammable and explosive, and some are toxic and hazardous substances. Strengthening the governance of VOCs is an effective way to control O3 pollution at this stage and also help enterprises. A powerful means to save resources, improve efficiency, and reduce potential safety hazards. In order to ensure the completion of the "13th Five-Year Plan" environmental air quality improvement goals and tasks, effectively reduce O3 pollution, and protect the health of the people, a nationwide summer (June-September) VOCs governance campaign was carried out.

Work idea: guided by Xi Jinping’s ecological civilization thought, coordinate epidemic prevention and control, stable and healthy economic and social development, and win the key tasks of the blue sky defense war, solidly do the "six stability" work, implement the "six guarantees" task, and implement precise pollution control , Scientific pollution control, pollution control in accordance with the law, to achieve precise problems, precise time, precise location, precise objects, precise measures, comprehensively strengthen the comprehensive management of VOCs, and promote industrial transformation and upgrading and high-quality economic development. Adhere to the connection of long-term governance and short-term tackling problems, in-depth implementation of the "Thirteenth Five-Year" Volatile Organic Compound Pollution Prevention and Control Work Plan, and the Comprehensive Control Plan for Volatile Organic Compounds in Key Industries, and strictly implement the new standard requirements such as unorganized emission control, and focus on Enterprise investigation, rectification and operation management; adhere to the combination of precise policy implementation and scientific management and control, focusing on petrochemical, chemical, industrial coating, packaging and printing, and oil storage, transportation and sales, and focusing on industrial parks, enterprise clusters and key enterprises. Target, comprehensively strengthen the control of VOCs with strong photochemical reaction activity; adhere to the unity of compliance supervision and assistance guidance, strengthen technical services and policy interpretation, strengthen the control of the source, process, and end of the whole process, and guide enterprises to consciously abide by the law, reduce pollution and increase efficiency ; Adhere to the coordination of resource conservation and risk prevention and control, vigorously promote the production and substitution of low (no) VOCs raw and auxiliary materials, comprehensively strengthen the control of unorganized emissions, strengthen refined management, and improve the overall efficiency of the enterprise.
Work objective: Through tackling tough actions, the ability to control VOCs has been significantly improved, VOCs emissions have been significantly reduced, O3 pollution in summer has been curbed to a certain extent, key areas, the junction of Jiangsu, Anhui, Shandong and Henan, and other cities with heavy O3 pollution prevention and control tasks June to September The number of good days increased by about 11 days on average year-on-year (see Annex 2 for the expected targets of each city), and the binding indicators for the ratio of good days in various provinces (autonomous regions and municipalities) determined in the "13th Five-Year Plan" will be fully completed.
1. Vigorously promote source substitution and effectively reduce the generation of VOCs
 
Strictly implement national and local product VOCs content limit standards. From July 1, 2020, the production, sales and use of marine coatings and floor coatings should meet the newly promulgated and implemented national product hazardous substance limit standards. Architectural coatings and adhesive products in the Beijing-Tianjin-Hebei region must meet the requirements of the "Volatile Organic Compound Content Limit Standard for Architectural Coatings and Adhesives". Supervise and urge production enterprises to prepare in advance for the implementation of hazardous substances limit standards for inks, adhesives, cleaning agents and woodware, vehicles, building exterior walls, industrial protective coatings, etc., and complete the switching in an orderly manner before the standards come into force. Regions with conditions are based on the environment Air quality improvement needs to be implemented in advance.
 
Vigorously promote the replacement of raw and auxiliary materials with low (no) VOCs content. Companies that fully use raw and auxiliary materials with low VOCs content that meet national requirements will be included in the positive list and government green procurement list. Enterprises should establish a raw and auxiliary material ledger to record the name, composition, VOCs content, purchase amount, usage, inventory, recycling method, and recycling amount of VOCs raw and auxiliary materials, and save relevant certification materials. If coatings, inks, adhesives, etc. that meet the national regulations on products with low VOCs content are used, and the emission concentration is stable and up to the standard and the emission rate meets the relevant regulations, the corresponding production process does not require the construction of end treatment facilities. For processes where the VOCs content (mass ratio) of the raw and auxiliary materials used is less than 10%, it is not required to take measures to collect and treat fugitive emissions. Promote government green procurement, require government designated bidding and procurement companies for furniture, printing, etc. to give priority to using low-volatile raw and auxiliary materials, and encourage automobile maintenance and other government designated bidding and procurement companies to use low-volatile raw and auxiliary materials; include products with low VOCs content in the government procurement list , And give priority to use in government investment projects; guide the use of low-VOCs content coatings, adhesives, etc. into the environmental protection clauses of government procurement and decoration contracts.
 
2. Fully implement standard requirements and strengthen fugitive emission control
 
From July 1, 2020, the "Standard for Unorganized Emission Control of Volatile Organic Compounds" will be fully implemented, and special control requirements for unorganized emissions should be implemented in key areas. All localities should increase the publicity and implementation of the standard’s effective time, related industries and control requirements, and urge and guide enterprises to carry out VOCs-containing materials (including on-site guidance, organization of training, new media information push, and distribution of clear papers) in accordance with standard requirements. (VOCs-containing raw and auxiliary materials, VOCs-containing products, VOCs-containing waste and organic polymer materials, etc.) storage, transfer and transportation, leakage of equipment and pipeline components, open liquid surface escape, and process processes and other unorganized discharge links are investigated and rectified, Speed ​​up the rectification if not required. Guide companies to formulate unorganized emission control procedures for VOCs, detailing specific processes and production links, as well as start-up and shutdown, inspection and maintenance operations, etc., and implement them to specific responsible persons; improve the internal assessment system and strictly follow the operating procedures for production.
 
In the process of unorganized emission inspection and remediation, under the premise of ensuring safety, enterprises strengthen the all-round, full-chain, and full-link closed management of materials containing VOCs. The storage links should adopt airtight containers, packaging bags, efficient sealed storage tanks, closed storage, silos, etc. Airtight pipelines or airtight containers, tank trucks, etc. should be used for loading, unloading, transfer and transportation. The production and use links should adopt closed equipment, or operate in a closed space and effectively collect waste gas, or carry out local gas collection; the container should be closed when it is not in use. During the disposal process, packaging containers containing VOCs materials, waste materials containing VOCs (slag, liquid), waste adsorbents, etc. should be sealed by capping, packaging, etc., and stored properly, and must not be discarded at will. Collected and transported once before July 15. Hand over to a qualified unit for disposal; the disposal unit should collect and treat unorganized VOCs exhaust gas during storage, cleaning, and crushing as required. The collection and transportation, storage and treatment of high-VOCs-content wastewater should be covered and sealed. If the sealing points of equipment and pipeline components in the enterprise carrying gaseous and liquid VOCs are greater than or equal to 2,000, a comprehensive account should be established and a round of leak detection and repair (LDAR) should be completed from June to September to repair the source of leakage in time; Petroleum refining, petrochemical, and synthetic resin companies carry out LDAR work strictly in accordance with the requirements of emission standards, strengthen inspections of standby pumps, pumps in use, regulating valves, agitators, open pipelines, etc., and strengthen quality control; VOCs treatment facilities and storage The sealing point of the tank is included in the inspection plan.
 
Guide petrochemical, chemical, coal chemical, pharmaceutical, pesticide and other industries to arrange reasonable shutdown and maintenance plans. Under the premise of ensuring safety, as far as possible not to arrange for plant-wide shutdowns, overall installation shutdowns and tank cleaning operations during July to September. Etc., to reduce VOCs emission under abnormal working conditions; if it is really impossible to adjust, it is necessary to strengthen the VOCs emission control during the start-up and shutdown period and during cleaning, returning, purging, emptying, and drying to ensure that the requirements of the standards are met. Before July 15, all provinces will submit the 2020 maintenance plan and adjustment status of petrochemical, chemical, coal chemical, pharmaceutical, pesticide and other industries to the Ministry of Ecology and Environment. Guide localities to rationally arrange the construction plans of large and medium-sized decoration, facade renovation, road drawing, asphalt paving, and other municipal engineering construction plans, and try to stagger the July-September period; for those that really need to be constructed, implement refined management and control, and when it is predicted that there will be a long time Under high temperature and low humidity weather conditions, adjust the operation plan to avoid the corresponding time period. The anti-corrosion, waterproof and anti-rust coating of enterprise production facilities should avoid summer or use low-VOCs content coatings.
 
3. Focus on the "three rates" of pollution control facilities to improve the efficiency of comprehensive treatment
 
Organize enterprises to conduct self-examinations on the existing VOCs waste gas collection rate, synchronous operation rate and removal rate of treatment facilities, focusing on treatment facilities that use photo-oxidation, photocatalysis, low-temperature plasma, disposable activated carbon adsorption, spray absorption and other processes. 7 Complete before 15th. The VOCs collection and treatment facilities that fail to meet the requirements shall be replaced or upgraded to ensure that the emission standards are met. Except for odor control, low-temperature plasma, photocatalysis, photooxidation and other technologies are generally not used. Industry emission standards that specify special emission limits and control requirements shall be implemented in accordance with relevant regulations; where industry standards have not been established, comprehensive emission standards for air pollutants and unorganized emission control standards for volatile organic compounds shall be implemented; stricter local emission standards have been established Yes, according to local standards.
 
Increase the waste gas collection rate in accordance with the principle of "receivable". Promote the cancellation of the waste gas emission system bypass. If it is necessary to keep it due to safety production and other reasons, the list of the reserved bypass should be reported to the local ecological environment department. The bypass should be kept closed in non-emergency situations, and the bypass should be sealed and installed with automatic monitoring facilities and flow. Strengthen supervision by means of planning, etc., and report to the local ecological environment department in a timely manner after opening, and make good accounting records. Transform unorganized emissions into organized emissions for control, prioritize the use of airtight equipment, operation in a closed space, or the use of fully enclosed air collecting hood collection methods; for local air collecting hoods, the collection point should be reasonably selected according to the characteristics of exhaust gas emission , The unorganized discharge position of VOCs farthest from the opening surface of the air collecting hood, control the wind speed to not less than 0.3 m/s, and make timely transformation by replacing high-power fans, adding flue fans, and adding vertical curtains if the requirements are not met; Strengthen the closed management of production workshops, adopt automatic rolling shutters, plastic steel doors and windows with good airtightness, etc., and keep them closed when not necessary, under the premise of complying with relevant regulations on safe production and occupational health. Improve the operation rate of treatment facilities in accordance with the principle of "same start and stop" with production equipment. According to the requirements of the treatment process, the production equipment can be started after the treatment facility reaches the normal operating conditions, and the treatment facility can be shut down after the production equipment is stopped and the residual VOCs waste gas collection and treatment are completed. When the VOCs exhaust gas treatment system fails or is overhauled, the corresponding production process equipment should be stopped and put into use after the overhaul is completed; if the production process equipment cannot be stopped or cannot be stopped in time due to factors such as safety, emergency treatment facilities for exhaust gas should be installed or adopted Other alternative measures. Improve the removal rate of treatment facilities in accordance with the principle of "appropriate and efficient", and shall not dilute the discharge. Enterprises should build new pollution control facilities or renovate existing pollution control facilities. They should reasonably select treatment technologies based on the characteristics of exhaust gas emissions, VOCs components and concentrations, production conditions, etc., for those that are difficult to treat and a single treatment process is difficult to achieve stable standards. To use a combination of multiple technologies. If the activated carbon adsorption technology is adopted, the activated carbon with an iodine value of not less than 800 mg/g should be selected, and be added in sufficient quantity according to the design requirements and replaced in time; all localities shall supervise and urge enterprises in the administrative area that use disposable activated carbon adsorption technology to replace the activated carbon on schedule. If it has not been replaced for a long time, it shall be replaced once before the end of July, and the waste activated carbon shall be handed over to a qualified unit for disposal, and the replacement time and usage amount shall be recorded.
 
4. Deepen the renovation of parks and clusters and promote the green development of industries
 
Before July 15th, cities will focus on olefins, aromatic hydrocarbons, aldehydes and other O3 generation potential VOCs species based on the characteristics of local industrial structure and VOCs emission sources, identify key industries for local VOCs control, and organize the completion of VOCs-related industrial parks. , Investigate enterprise clusters and key controlled enterprises, clarify the main production links of VOCs, and establish management ledgers one by one. More than 10 enterprises in the same industry in the same township and adjacent township junctions are identified as enterprise clusters, and enterprises with annual VOCs generation greater than 10 tons are identified as key controlled enterprises. All localities should focus on investigating industrial parks dominated by industries such as petrochemicals, chemicals, pharmaceuticals, pesticides, electronics, packaging and printing, furniture manufacturing, automobile manufacturing, and ship repairing. The focus should be on pharmaceuticals, pesticides, coatings, inks, adhesives, dyes, and Japanese In the chemical industry, chemical additives, synthetic leather, rubber tire manufacturing, organic chemical raw material manufacturing, and other chemical industries, solvent-based coatings, inks, adhesives and other organic solvents are used in furniture, parts manufacturing, steel structures, aluminum profiles, casting, color Coated board, electronic components, auto repair, packaging and printing, wood-based panels, leather products, shoemaking and other industries as the leading enterprise cluster.
 
Formulate rectification plans for industrial parks, enterprise clusters, and key controlled enterprises with outstanding problems, so as to ensure that the measures are precise, the time limit is clear, and the responsibilities are assigned to individuals. Industrial parks should strengthen resource sharing, implement centralized governance and unified management, carry out park monitoring and evaluation, and establish an environmental information sharing platform. Conditional petrochemical and chemical industrial parks should analyze the composition of corporate VOCs, identify characteristic substances, promote the establishment of a sound monitoring and early warning monitoring system, carry out navigation monitoring, grid monitoring and traceability analysis, and improve the unified LDAR management of the park The system is incorporated into the park's environmental protection monitoring and management platform. Key regions and cities on the border of Jiangsu, Anhui, Shandong and Henan should do their best to manage key enterprise clusters, form a demonstration and driving effect, and further improve the list of enterprise clusters in combination with local industrial conditions, and do a good job in comprehensive rectification. All enterprise clusters must unify rectification standards, unify rectification time limits, build a batch of benchmarks, upgrade a batch, optimize and integrate a batch, and eliminate a batch. Small business clusters such as furniture, color-coated panels, leather products, shoemaking, packaging and printing, etc. focus on promoting source substitution, and enterprise clusters such as auto repair and wood-based panels focus on promoting optimization and integration, and there is no hope for those that do not comply with industrial policies and rectify and meet standards. Enterprises are shut down and banned in accordance with the law. Promote the construction of VOCs-related "green island" projects in industrial parks and enterprise clusters, and plan the construction of a batch of centralized coating centers, activated carbon centralized processing centers, solvent recovery centers, etc., to achieve centralized and efficient processing of VOCs. Formulate a "one company, one policy" governance plan for companies that emit large amounts of olefins, aromatic hydrocarbons, and aldehydes.
